WEST, August 31, 2026: California's Assembly Bill 2250, which excludes CBN isolate from the "concentrated cannabis" definition set by last year's AB 8, passed the state Senate 38-0 on August 25 and won Assembly concurrence 78-0 on August 26, sending it to Governor Gavin Newsom's desk. If signed, the exemption takes effect January 1, 2028, correcting a gap in AB 8 that had excluded only CBD isolate, not CBN, from the concentrate definition.
The bill's companion measure, AB 2532, which would set labeling and dosing standards for cannabis beverages, had not received a confirmed Senate floor vote as of today, the legislature's deadline for bills to pass their house of origin. As amended, AB 2532 would require a national Poison Help line number and a multi-serving notice on beverage labels, and would require sellers to offer purchasers a free measuring instrument for any beverage containing more than one serving, after an earlier 10-milligram-per-serving cap was dropped during negotiations with the industry, according to California NORML's August 21 tracker update.
In Colorado, Charlotte's Web Holdings launched a multi-city "Route CBD" campaign on August 19 aimed at consumers who have lost access to full-spectrum hemp CBD products, and announced a retail-access partnership with Edibles.com on August 25. Both moves target the broader hemp CBD market rather than beverages specifically.
Elsewhere in the region, Arizona's Court of Appeals has gone six consecutive weeks without ruling on the Hemp Industry Trade Association's special action challenging Attorney General Kris Mayes' dispensary-only enforcement position. Hawaii's federal court has yet to rule on the pending motions in Alyas v. Lopez, and Nevada's Cannabis Advisory Commission Consumable Hemp Subcommittee continues its interim study, with a report and legislative recommendations due November 9.
