SOUTH ATLANTIC, September 30, 2026: Delaware's House Bill 373, the state's enacted hemp beverage licensing law, takes effect in most of its provisions on October 21, three weeks away, with no implementing guidance from state regulators identified to date. Tax provisions follow on February 1, 2027.
In Washington, Mayor Muriel Bowser's Medical Cannabis Beverage Product Amendment Act of 2026, which would create a regulated hemp beverage retail channel in the District, remains at "Public Hearing Held" on the DC Council's legislative record, with no committee markup or floor vote scheduled since its July 2 hearing.
Virginia's 2mg total THC per package cap remains in force with no sell-through period, according to the Cannabis Control Authority's hemp FAQ page, and it is still unconfirmed whether the hemp businesses that lost their bid for an injunction on August 14 will appeal to the Fourth Circuit. North Carolina's House Bill 328 stays tabled until after the November election, with Speaker Destin Hall's promised working group yet to be named. South Carolina's THC restriction bills remain dead for the current session. No product launch, distribution deal, or retailer news surfaced in the region this week.
