No South Atlantic state moved on hemp beverage regulation this week, with Washington's stalled beverage bill and Delaware's approaching October licensing deadline the closest things to news on the region's calendar.
SOUTH ATLANTIC, September 23, 2026: The region's most substantive open matter remains where it stood last week: Washington's Medical Cannabis Beverage Product Amendment Act of 2026 has drawn no committee markup or Council floor vote since its lone public hearing more than two and a half months ago, according to the DC Council's own legislative record. The measure, introduced by Mayor Muriel Bowser to create a regulated hemp beverage retail channel in the District, remains stuck at "Public Hearing Held."
Delaware's House Bill 373, the state's enacted hemp beverage licensing law, has most of its provisions taking effect October 21, now under a month away, with no implementing guidance from state regulators identified yet.
Elsewhere the region held steady. Virginia's 2mg total THC per package cap remains in force with no sell-through period, and it is still unconfirmed whether hemp businesses that lost their bid to block it will appeal to the Fourth Circuit. North Carolina's House Bill 328 stays tabled until after the November election, and South Carolina's THC restriction bills remain dead for the current legislative session. No product launch, distribution deal, or retailer news surfaced in the region this week.
